ALBANY — Gov. Cuomo’s plan to rejuvenate the Catskills and other parts of upstate New York with casino gambling is off to a slow start.

Nearly a year after officials named the locations for the first commercial casinos in New York, state regulators have yet to issue gaming licenses to any of the operators.

The lack of a license has made it nearly impossible for the developers to obtain financing and begin full-scale construction, according to officials involved in the projects.

It has also spurred anxiety among local officials who are counting on the casinos to provide a long-awaited boost to their economies.

“For the sake of the economy and people looking for jobs in this county, we would like the state to move on it,” said Thompson Town Supervisor William Rieber, whose Catskill’s municipality is home to the planned $ 630 million Montreign Casino Resort project.

Montreign, which is being developed by Empire Resorts near the former Concord Hotel, was one of three projects chosen last December by a special committee of the state Gaming Commission. The other two were in Schenectady and Seneca County in the Finger Lakes.

A fourth casino in the state’s Southern Tier near Binghamton was added last summer.

State Gaming Commission spokesman Lee Park said regulators are working “as expeditiously as possible” to issue licenses but offered no timetable for completing the complicated process, saying only that it’s possible they could be issued before the end of the year.

As part of their review, gaming officials are reviewing background investigations on each of the prospective licensees and their stop staff, as well as the financial details of each proposal, Park said.

Officials must also finish work on the actual license documents themselves, which are akin to a detailed contract between the state and casino operator, Park added.

“New York’s casino and licensing process is moving at virtual light speed compared to other jurisdictions,” Park said.

Gov. Cuomo’s plan for casinos in upstate New York has barely moved since sites were named nearly a year ago.

Massachusetts, for instance, legalized casino gaming in 2011, and took years to select and license casinos, officials noted. The state’s first commercial gambling parlor opened earlier this year. Casino developers in New York stopped short of criticizing the Cuomo administration but said their projects are largely on hold until the state issues licenses.

“Rivers Casino and Resort is prepared to break ground upon licensure by the New York State Gaming Commission,” a spokesman for the Schenectady project said in a statement.

Charles Degliomini, executive vice president at Empire Resorts, said the company has used its own funds to do preliminary work at the Montreign site but needs more elaborate financing to go further.

While investors have pledged funds to the project, that money is largely contingent on the state issuing a license, Degliomini added.

“It is our hope that this is going to be done before the end of the year and the people of upstate New York will have a very Merry Christmas,” Degliomini said.

Under the state’s gaming law, casinos are required to open within two years of a license being issued. The proposed 18-story Montreign casino, hotel and entertainment complex is slated to have 61 gaming tables and 2,150 slot machines.

New York legalized casinos in 2013 when voters approved a Cuomo-backed amendment to the state Constitution that allowed for up to seven Las Vegas-style gambling parlors.

The governor has argued casinos will boost tourism and allow the state to capture gambling dollars that are currently being spent in other states.

“We have been waiting around in the Catskills for a casino since the days of Nelson Rockefeller,” Degliomini quipped. “A few more weeks will not hurt us.”
